Aboutthe Position:

The Facilities Sourcing Officer assumes the lead position in management of RFP projects, key supplier negotiations, supplier performance and contract deployment associated with Facilities. Key RFP projects include those related to Campus Planning & Construction capital projects, Plant Operations supplier contracts, and other strategic Facilities initiatives including information technology system upgrades, real estate projects, utilities and sustainability.

Primary commodities include: General supplier, MRO and contractor services agreements, architectural and construction contracts, commercial furniture, and professional services agreements involving unique facilities-oriented services.

The Facilities Sourcing Officer executes the sourcing strategy to select and contract with the suppliers that meet customer requirements for quality, cost, lead time and conformity to specifications and all applicable policies and regulations. The Facilities Sourcing Officer maximizes the university’s buying power by negotiating, when relevant, sourcing contracts on a university-wide basis.

The Facilities Sourcing Officer directly supervises and mentors their assigned Purchasing Agents, providing general leadership, project and process support sufficient to meet all performance, operational and personnel objectives.

Key Functions and Expected Performances:

  • Provides leadership and support to assigned Agents including setting of performance objectives and evaluations, mentoring, professional development planning and general resource management

  • Assumes lead role for RFP management, insuring active participation of assigned Agents in sourcing projects

  • Ensures the efficient implementation of new contracts, suppliers, and services

  • Develop, prepare and/or tabulate bid results and summaries

  • Prepare contract supporting schedules and compiles total contract document materials

  • Ensure the accuracy, completeness, and integrity of contracts and agreements and supporting schedules in preparation for finalization and execution

  • Participate in the development and modification of procedures that affect immediate operations and may have institution-wide effect

  • Negotiates best purchasing conditions taking into account all customer requirements

  • Processes high value requisitions and issue purchase orders as required

  • Manages supplier performance issues

  • Executes sourcing contracts within signature authority limits

Qualifications:

  • Minimum of 5+ years experience in purchasing, especially construction, plant operations support, utilities or other infrastructure related purchasing

  • Experience working with general contractors, architects and construction trade services desired

  • C.P.M. or CPIM certification desired but not required

  • Experience managing salaried professional staff desired

  • Experience working in a complex university, hospital or not for profit organization environment is a plus

  • Strong sourcing techniques for construction projects, facilities operations services and MRO products

  • Strong working knowledge of purchasing contract law

  • Strong knowledge of MRO, construction contracting supplier base practices and networks

  • Excellent negotiation skills

  • Team leader and player with experience in commodity teams

  • Displays tactfulness and diplomacy in problem solving. Comfortable interacting with all organization levels and diverse groups

  • Strong oral, written and presentation communication skills

  • Customer service and results driven

  • Self-organized

  • Experience with internet-based procurement systems (e.g., SciQuest, Ariba, etc.) is also desired
